A pauta do encontro incluiu a palestra sobre o Plano de 100 dias e as obras constantes no Edital da BR 040\/495 (Rio-Juiz de Fora), apresentada por Alcimar Pena, gerente de conserva\u00e7\u00e3o e manuten\u00e7\u00e3o da Elovias, e um debate conduzido pelo vice-presidente do Conselho, Delmo Pinho, sobre a concess\u00e3o da BR-393 (ex-Rodovia do A\u00e7o) e a situa\u00e7\u00e3o atual das demais concess\u00f5es federais de rodovias no estado do Rio de Janeiro. Outro ponto em destaque foi o encaminhamento do assunto relativo \u00e0 Linha 3 do Metr\u00f4, associada a finaliza\u00e7\u00e3o da Linha 2, trecho Est\u00e1cio-Carioca, com apenas 3km de extens\u00e3o, refor\u00e7ando a import\u00e2ncia de manter esfor\u00e7os para priorizar o projeto, mesmo ap\u00f3s a perda da sede do Pan 2031.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alcimar Pena mostrou que o plano da Elovias, nova concession\u00e1ria da Rodovia BR-040 visa dar in\u00edcio imediato \u00e0s melhorias estruturais e operacionais da rodovia Rio-Juiz de Fora, com o objetivo de reduzir riscos imediatos de acidentes com a\u00e7\u00f5es emergenciais no pavimento, na drenagem e na sinaliza\u00e7\u00e3o, a constru\u00e7\u00e3o de tr\u00eas t\u00faneis, 13 viadutos, 12 passarelas e 32 pontos de \u00f4nibus, ciclovias e 13 corre\u00e7\u00f5es de tra\u00e7ado, entre outras melhorias. Entre as obriga\u00e7\u00f5es originais estavam a duplica\u00e7\u00e3o de cerca de 28 km de pista, a implanta\u00e7\u00e3o de 10 a 12 km de terceira faixa e a constru\u00e7\u00e3o de tr\u00eas contornos para desviar o tr\u00e1fego das \u00e1reas urbanas e reduzir o impacto sobre os munic\u00edpios cortados pela estrada. Na nova modelagem, ainda em finaliza\u00e7\u00e3o, as obras foram de aumento de capacidade est\u00e3o muito reduzidas e podem ser consideradas altamente insuficientes\u201d, informou.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A conclus\u00e3o dos conselheiros \u00e9 de que trata-se de uma situa\u00e7\u00e3o cr\u00edtica, que compromete a seguran\u00e7a, a mobilidade e a efici\u00eancia Castro e aos prefeitos do Rio, Eduardo Paes, e de Niter\u00f3i, Rodrigo Neves, refor\u00e7ando a necessidade e a urg\u00eancia de retomar o projeto da linha 3 do Metr\u00f4, &#8220;que, pela sua concep\u00e7\u00e3o e abrang\u00eancia, mostra-se ainda mais promissora e estrat\u00e9gica para o sistema de transporte metropolitano&#8221;, completou Delmo.<\/p>\n\n\n\n<figure
